It sounds as if your distributor is running directly through your home's cable system to allow you to view your cameras on your TV as if they were on a regular channel, is that correct? If so, it's very difficult to diagnose problems like that without knowing some pretty in-depth information about the setup and your cable system. If your objective was to get that system working, the best advice I could give you would be to contact a local installer in your area to come out and evaluate the system in person (your best bet would be to contact the original person who installed it, if he's still around).
Since you're interested in a four camera system anyway, I should probably mention that in my experience running cameras through your cable system like that can be very problematic and prone to failure, so even if you fix it today, there's no guarantee you won't have the exact same problem down the road. Also, when using a DVR, you can still view your cameras on your TV simply by running your the recorder into one of your TV's component inputs (just like you would a DVD player or video game system).
If you wanted a simple four camera DVR, my best recommendation to you would be to check out the 3004NET (http://www.cctvwholesalers.com/product_p/aver-eb3004.htm), which is an easy-to-use and relatively inexpensive standalone model that still offers you high resolution video, and meets or exceeds all of the FBI's minimum specifications for security and surveillance systems. It's a great buy!
