I'm a little unclear on what you're asking; are you looking for a camera that will see something 2500 feet away, or do you need to place a camera 2500 feet away from its DVR?

I decided to calculate resolution and made an experiment.
I launched IP Video System Design Tool and entered there:
distance 2500 ft
camera resolution HD 1920x1080
lens focal length 75mm
and got just 7 pixel/foot
So it is possible to do monitoring on 2500 ft but there is no chance to recognize a face of a person there.

Right, and that's even assuming a resolution of 2mp, which most security cameras don't even come close to.
The best bet probably would have been to station the camera much closer to the target and equip it with a high-gain wireless set (with a range of at least one mile), but even then you run into interference problems with wireless and soforth.
