Hello, I am from the NY and NJ area and wanted to know if there was any license needed to install CCTV equipment and if so where could I get this license?

You will need to contact the NY and NJ secretaries of state to get more information on that. I would suggest starting at their websites:

New York: http://www.dos.state.ny.us/
New Jersey: http://www.state.nj.us/state/
