A good first step would be to take the defective camera and try plugging it in on a working camera's cable and power supply to see if it will start working then (in other words, unplug the defective camera from its current setup, then plug it into a spot used by a working camera).
If the defective camera still does not work, then chances are it will need to be replaced. If the camera starts working when moved to another location, then either its cable or power supply is the problem. Try swapping things around and let me know what you find.
